CHILMARK PERSONNEL BOARD MEETING JANUARY 31, 2007

CALL TO ORDER: 7:00 PM
PRESENT: Members Jennie Greene, Max McCreery and Richard Williams. Also present: Staff Liaison Polly McDowell, Selectmen’s Liaison Riggs Parker and Chuck Hodgkinson. Absent: Executive Secretary Tim Carroll and Susan Heilbron.
FISCAL YEAR 2008 COST OF LIVING ADJUSTMENT (COLA): The Consumer Price Index (CPI) data for the twelve months ending December 31, 2006 vs. the year ago were reviewed and discussed when placed in the Town’s COLA formula. The Board agreed that if the FINCOM’s annual budget timing for the COLA is delayed from November 2 to January 31st the fourth quarter data should be included as part of a rolling 12 month total—rather than data for the 9 months ending September 30th. It further surmised that the current formula’s adjustment factor would also not be needed if the 12-month data were used. Mr. Williams made a motion to recommend to the Board of Selectmen changing the formula to reflect the 12 month data ending December 31 of the current year versus
the year ago data and to further eliminate the adjustment factor. This would change the Personnel Board’s recommended COLA for FY 2008 from + 4.3 % to + 3.6 %. Mr. McCreery seconded the motion and the vote was unanimous with three in favor.
FUTURE PERSONNEL BOARD MEETINGS: Due to short-term scheduling conflicts the Board agreed to schedule the remaining meetings in February as follows: Hold a meeting on Thursday, February 8 immediately following the close of the planned public hearing that will open at 7:30 PM. The regularly scheduled February 15th meeting will be moved to Friday, February 16 @ 8:00 AM. Chuck H. will change the respective town hall and website postings.
With no further business to discuss the meeting adjourned at 7:30 PM so the Board could attend the evening’s Finance Committee Meeting and discussion about the FY 2008 COLA.
